On November 20, 2008, a Revised Requisition regarding the provision of Government contract award particulars was issued by the Contractor-General to the Principal or Accounting Officers of all of the country's approximately 190 Procuring Public Bodies, inclusive of all Ministries of Government.
This Revised OCG Requisition was issued as a consequence of the issuance of Circular #36, dated September 22, 2008, by the Ministry of Finance and the Public Service. Circular #36 advised, inter alia, that the prior endorsement of the National Contracts Commission (NCC) is now required for Government contract award recommendations that are above $10 Million in value.
The Revised OCG Requisition, which now supersedes in its entirety the previously issued OCG Requisition of July 11, 2006, requires every Procuring Public Body to submit to the Contractor General, in hard copy and in Excel electronic copy formats, Quarterly Contract Award (QCA) Reports of the particulars of contracts which are awarded by it which are of a value of between J$275,001 and J$10,000,000. Previously, only contracts of a value of J$250,000 to $J4 Million were required to be reported. The new regulatory regime is expressed to apply to all classifications of Government contracts which are awarded as of as at October 1, 2008.
QCA Reports are required to be filed, in arrears, within one (1) month of the ending of the calendar year quarter in which the contracts are awarded.
Because QCA Reports are required to be filed after, and not before, the contracts are awarded, the QCA Regime does not create a bottle-neck in the procurement process nor does it extend the time which it would otherwise take for a Public Body to award a Government contract.

* Please note that, effective as at September 22, 2008, all Sole Source contracts that are $3 Million and above in value must receive the endorsement of the National Contracts Commission (NCC) prior to any award being made. Prior to September 22, 2008, the NCC endorsement approval threshold for Sole Source contracts was $1 Million.
Understanding and Interpreting the Information which is Presented in a QCA Report
The information which appears in each QCA Report is presented in 2 sections.
Section 1 contains 4 rows of information as follows: (1) Name of Reporting Public Body, (2) Reporting Period, (3) Reporting Date, and (4) Name, Title & Signature of Certifying Principal or Accounting Officer.
Section 2 of the QCA Report contains 12 columns of information about each contract which has been awarded by the Reporting Public Body. They are: (1) Record #, (2) Contract Award Date, (3) Contract Description, (4) Name of Contractor, (5) Contractor ID, (6) Type of Contract, (7) Contract Value, (8) Principal Site of Contract Performance, (9) Procurement Method, (10) Number of Tenders/Quotes Requested, (11) Number of Tenders/Quotes Received and (12) Public Body Procurement Committee Evaluation.

Conditions of Use, Caveats and Disclaimers
The information which is submitted by Procuring Pubic Bodies in their QCA Reports has been certified as accurate by the relevant Public Bodies. It is a criminal offence under the Contractor General Act for any person to willfully make a false statement to mislead a Contractor General. Notwithstanding, the OCG does not and will not hold itself responsible for any false, inaccurate or otherwise misleading information which may be contained or represented in a QCA Report.
Persons who use this website, inclusive of Procuring Public Bodies, should note that the OCG has delayed the uploading of the QCA Reports of several Public Bodies pending their satisfactory completion and submission of their QCA Reports in both the required Excel electronic and hard copy formats. Consequently, the absence of a QCA Report from this website in respect of any Procuring Public Body, or the absence of the name of a Procuring Public Body from this website, will not necessarily mean that the relevant Public Body has failed to submit a required QCA Report to the OCG.
The OCG will continuously update this website with the QCA Report information of Procuring Public Bodies. The website will be updated as soon as the requisite information is reported to the OCG and is verified as being acceptable for uploading to the website.
